Legal driving is not necessarily safe driving

 

Context

Depending upon the circumstances, legal driving can be either safe or risky, and safe driving can be either legal or illegal. Hirsch (1997), in his paper Is legal driving safe driving?, explains some of the differences between legal and safe driving and why some road safety message about legal driving may cause people to believe they are driving safely when indeed that are taking risks.
