Chooses emergency manoeuvres that minimise the chances of surprising or confusing other road users

notes:

Note: For other road users, emergency vehicles create a novel situation. The human brain is clumsy in novel situations because it has to process information at a conscious level before it can tell the body what to do. If the brain does not know what to do, it may make inappropriate decisions.

Minimises the extent to which other road users must deviate from normal behaviour.

Hangs back from vehicles, where necessary, and gives other drivers time to make decisions and space to move.

Stays hanging back when other drivers do not respond.

Stops back from blocked intersections and turns sirens off when other road users might break the law to make way for the ambulance.

Approaches events steadily if other road-users might not be expecting the emergency vehicle (no rushing up or forcing entry into traffic).

Performs manoeuvres decisively. For example, avoids coming to a complete stop at red lights when it is safe to continue (while all the time still being able to stop to avoid a crash).
